FIG. 9 is a second image of a second embodiment thereof;

FIG. 10 is a third image of a second embodiment thereof;

FIG. 11 is a fourth image of a second embodiment thereof;

FIG. 12 is a fifth image of a second embodiment thereof; and,

FIG. 13 is a sixth image of a second embodiment thereof.

The broken lines in the figures show portions of the display screen or portion thereof with an animated graphical user interface which form no part of the claimed design.

The dot-dash lines in the figures represent a display screen and boundary line and form no part of the claimed design.

The appearance of the animated user interface sequentially transitions between the images shown in FIGS. 1-7 and FIGS. 8-13. The process or period in which one image transitions to another forms no part of the claimed design.

CLAIM We claim the ornamental design for a display screen or portion thereof with an animated graphical user interface, as shown and described.
