FIG. 1 is a front view of a first image in a sequence for a display screen or portion thereof with transitional graphical user interface, showing our new design;

FIG. 2 is a front view of a second image thereof;

FIG. 3 is a front view of a third image thereof;

FIG. 4 is a front view of a fourth image thereof;

FIG. 5 is a front view of a fifth image thereof;

FIG. 6 is a front view of a sixth image thereof;

FIG. 7 is a front view of a seventh image thereof; and,

FIG. 8 is a front view of the first image in the sequence shown in an alternate environment.

The broken line showing of the display screen or portion thereof and the remainder of the graphical user interface forms no part of the claimed design.

The appearance of the transitional image sequentially transitions between the images shown in FIGS. 1 through 7. The subject matter of this patent includes a process or period in which an image changes into another image. This process or period forms no part of the claimed design.

The Samsung trademark in the upper portion of FIG. 8 forming part of the claimed design is a registered trademark of Samsung Electronics Co., Ltd.

CLAIM The ornamental design for a display screen or portion thereof with transitional graphical user interface, as shown and described.
