FIG. 10 is a fourth image thereof; and,

FIG. 11 is a fifth image thereof.

The outermost broken-line rectangle illustrates the perimeter of a display screen, or portion thereof, and forms no part of the claimed design. The remaining broken lines illustrate portions of the graphical user interface that form no part of the claimed design.

The appearance of the transitional graphical user interface sequentially transitions between the images shown in FIGS. 1-6 in the first embodiment, and FIGS. 7-11 in the second embodiment. The process or period in which one image transitions to another image forms no part of the claimed design.

CLAIM The ornamental design for a display screen, or portion thereof, having a transitional graphical user interface, as shown and described.
