FIG. 6 is a third image thereof.

The broken lines in the figures show portions of the graphical user interface which form no part of the claimed design.

The outermost broken line showing of the display screen or portion thereof is for environmental purposes only and forms no part of the claimed design.

The dot-dash broken lines in the figures illustrate a boundary of the claimed design and form no part of the claimed design.

The appearance of the animated user interface sequentially transitions between the images shown in FIGS. 1-3 and in FIGS. 4-6. The process or period in which one image transitions to another forms no part of the claimed design.

CLAIM We claim the ornamental design for a display screen or portion thereof with transitional graphical user interface, as shown and described.
