The broken lines shown, of a display screen or a portion thereof, in FIG. 1-12 form no part of the claimed design.

The appearance of the animated graphical user interface sequentially transitions between the images shown in FIGS. 1-6 and FIGS. 7-12. The process or period in which an image transitions to another forms no part of the claimed design.

CLAIM I claim the ornamental design for a display screen or a portion thereof with animated graphical user interface, as shown and described.
