FIG. 4 is a front view thereof according to the second image of the second embodiment;

FIG. 5 is a front view thereof according to the first image of the third embodiment shown in an alternate environment; and,

FIG. 6 is a front view thereof according to the second image of the third embodiment.

The dot-dash broken lines represent the display screen or portions of the article including the display screen and form no part of the claimed design. The remaining broken lines represent elements of the graphical user interface that form no part of the claimed design.

The appearance of the transitional image sequentially transitions between the images shown in FIGS. 1-2, FIGS. 3-4, and FIGS. 5-6. The process or period in which one image transitions to another forms no part of the claimed design.

CLAIM The ornamental design for a display screen or portion thereof with transitional graphical user interface, as substantially as shown and described.
