The broken line showing of the display screen of FIGS. 1-16 and the remainder of the transitional graphical user interface of FIGS. 1-8 is for the purpose of illustrating environmental structure and forms no part of the claimed design.

The appearance of the display screen or portion thereof with transitional graphical user interface sequentially transitions between the images shown in FIGS. 1-8 and in FIGS. 9-16. The process or period in which one image transitions to another forms no part of the claimed design.

CLAIM We claim the ornamental design for a display screen or portion thereof with transitional graphical user interface, as shown and described.
