FIG. 2 is the second image in the sequence.

FIG. 3 is the third image in the sequence.

FIG. 4 is the fourth image in the sequence.

FIG. 5 is the fifth image in the sequence.

FIG. 6 is the sixth image in the sequence.

FIG. 7 is the seventh image in the sequence; and,

FIG. 8 is the eighth image in the sequence.

The broken line showing of the display screen is included for the purpose of illustrating environment and forms no part of the claimed design.

The appearance of the first embodiment of the image transitions sequentially between the images shown in FIGS. 1 through 8. The process or period in which one image transitions to another form no part of the claimed design.

CLAIM The ornamental design for a display screen or portion thereof with an animated graphical user interface, as shown and described.
