other projectiles as an improvement for the use of ammunition
Abstract
The invention of serially, pin-numbering, or.coding of bullets,
bullet casings, and other projectiles on their bodies, with
information such as the name of ammo maker; country of origin; type
of gun; and abbreviation of the Government Agency, whose
responsibility would be to register firearms, issue licenses, and
maintain a database track records of firearms and ammunition sold
by the ammo shops in the country, is a new art in the use of
firearms and ammunition and management to trace firearms crime
offenders. The invention makes ammunition the prime tracing point
for any firearms crime related offence, rather than guns which have
been the traditional core tracing point for firearms crime
investigations. Since the bullet does the killing or wounding when
a firearm is fired at someone, by introducing my invention, it
would become easier, quicker, and accurate to trace and arrest
actual firearms crime offenders, by the. records of ammunition used
in the committing of crimes; with ammo owners as prime suspect to
provide clues leading to crime offenders. This mechanism saves much
time, reduces efforts, materials, funds, and threats of crimes on
the people. The idea of the return of empty bullet casings with
firearms use incident reports by firearms carriers to the Agency,
and the introduction of "Firearms Use Oversight Responsibility" and
"Firearms Use Oversight Tax" are new in the management of firearms
and ammunition use.

Claims
What I claim as my inventions are:
8. My thought of stamping, or printing of serial pin-numbers, or
codes on bullets, bullet casings and on other projectiles, with the
names of the makers; the countries of origin; the abbreviations of
the governments' agencies whose responsibility would be to register
firearms, issue their licenses and maintain track records of the
purchased firearms and bullets from the authorized firearms and
ammunition distributors and shops would be the quickest and most
effective mechanism to accurately, trace firearms crime offenders
and to prevent firearms crimes; with this mechanism never been
known, or used before in the history of firearms use in the
world.
7. The support structures of this mechanism (Bureau of Federal
Firearms and Ammunition Standards and Specifications; Bureau of
Fedral Firearms Registration; the authorized firearms and
ammunition distributors and shops; and the Law Enforcement
Agencies), with each having specific roles to play within the link
framework, would offer the best approach to effectively, control
the use of firearms and ammunition and fight firearms related
crimes; with this system never been tried before.
6. By packaging the serially, pin-numbered, or coded bullets in a
set of five bullets, or more as would be prescribed by Law, in one
pack with a transparent cover, visible for firearms carriers to see
the bullets' serial pin-numbers, or codes of the bullets they are
paying and signing for, would be the best approach to limit the.
use and unlawful trafficking of ammunition; and with each bullet
accounted for.
5. My thought of stamping, or printing on the external bodies of
bullet casings the abbreviations of the supposed governments'
agencies, whose responsibility would be to register firearms, issue
their licenses and maintain track records of firearms and
ammunition sold to firearms carriers, supported by the Government's
legislation which makes bullet casings the properties of the
agencies; and also compelling by Law that firearms carriers return
their empty bullet casings to the agencies, has not been perceived
before.
4. Firearms carriers by Law would be compelled to send to the
firearms agencies their respective incident reports as soon as the
bullets in their possession were used; and periodically, report to
the agencies in writing on the true position of the firearms and
ammunition in their hands as the Law would prescribe, and must not
wait on the Law Enforcement to look for them.
3. Firearms carriers would maintain tabs with the agencies and
share punishment with individuals who used their firearms and
ammunition to commit crimes.
2. Firearms Use Oversight Tax has not been introduced before, which
would raise revenues from firearms carriers to support financially,
the services of the agency to firearms carriers rather than
expending the taxpayers money to fund the choice of the few.
1. Involving the United Nations to promote, and implement this
mechanism in every country of the world, and by it setting up an
organ within, or outside it's structure to undertake this
responsibility, that would work in collaboration with national
governments to control the production, marketization, management
and use of firearms inorder to effectively, check on the illegal
trade and use of firearms and ammunition to fight domestic firearms
crimes and terrorism on the global perspective has not been tried
before.
Description
[0001] My invention is a mechanism that makes ammunition the
central core tracing point for firearms crime investigations,
rather than guns which have been the traditional investigation
point to locate firearms crime offenders. The invention pertains to
ammunition's identification by serially, pin-numbering, or coding
them by stamping, or printing on the bodies of bullets, bullet
casings, and other projectiles; with information as; name of ammo
maker; country of origin; type of gun; and abbreviation of the
Government Agency, whose responsibility would be to register
firearms and to maintain a database track records of ammunition
sold to licensed firearms carriers by the ammo shops in the
country. The serial pin-numbers, or codes with the accompanying
information would be stamped, or printed on the ammunition by their
makers before the products would be brought to the market for
sale.
[0002] To buy ammunition from the ammo shops, firearms carriers by
Law would first obtain valid licenses from the designated Agency in
charge; show their firearms valid licenses; with their picture IDs
to the ammo shops; and fill out other required paperwork as
clearance before they would be allowed to buy.ammo. Bullets would
be packaged in a set of five, or more, but not more than ten
bullets in a pack. The pack would have a transparent cover that
clearly, shows the serial pin-numbers, or codes to the buyer, which
the buyer would have to sign for before the bullets would be handed
over.
[0003] When a firearms carrier fires his, or her gun at someone,
the bullet rips into the body of the victim, and when the bullet is
removed, the serial pin-number, or code and the information it
carries provide the track record of the bullet; since the track
records of every ammo--sold by the ammo shops would be sent to the
Government Agency incharge of maintaining a national database of
ammunition track records. Through ammunition track records, the
firearms carrier who purchased the actual bullet that was used in
committing of crime would be quickly, traced as the actual crime
offender, or as prime suspect leading to clues to get at the real
culprist.
[0004] The precision and accuracy of this mechanism lies on the
dynamics of numbering; moderm information technology; and
connectivity, teamwork and efforts of the Law Enforcement Agencies
and the ammo shops to accomplish the task. Just as every worker in
United States is given a number by Social Security Administration
for personal track records within the system, so also would every
ammunition be stamped, or printed on it's body with it's serial
pin-number, or code by the maker for identification, to
effectively, check on their users, and apprehend quickly, and
accurately, their misusers to reduce crimes; save the Federal and
State Governments the huge amount of fund expended on firearms
crime litigations and attorneys fees; stop the Law Enforcement
Agencies of beating about the bush to look for firearms criminal at
large; and limit the rhetoric of the media on crimes that often
times confused and distorted investigations, and the mischief of
hoaxes.
[0005] The Federal Government would make it by law compelling that
ammunition producers comply with the new prescription of my
invention, and enforce that all firearms carriers in the country
return their ammunition for exchange with the serially,
pin-numbered, or coded ammunition at the Federal and State
Governments' designated ammo shops when this mechanism would be set
to start. To enhance the workability of this system, firearms
carriers by law would be compelled to return their empty bullet
casings when the bullets in their possession were fired, coupled
with their firearms use incident reports to the Federal Government
Agency, whose abbreviation is stamped, or printed on the bullet
casings. The empty bullet casings by law would be the direct
property of the Agency. The Agency inturn, would maintain oversight
responsibility for the use of firearms and ammunition. Firearms
carriers also would by law pay "Firearms Use Oversight Tax", to
provide fund for the maintenance of the operation of the Agency.The
empty bullet casings are the property of the Agency, and must be
returned by the firearms carriers, including firearms use incident
reports for clearance before they would be authorized to buy
ammunition. The return of empty bullet casings would also provide
crime clues, and always would put firearms carriers on constant
check. The Agency by imposing "Firearms Use Oversight Tax",
provides fund for it's operation, since it is not logical for the
Federal Government to expend the taxpayers money to maintain the
services of the choice of a few.
[0006] With the introduction of this invention in United States, it
is hoped that in the future the United Nations would by
international law enforce this mechanism for use on the global
perspective, and prescribe regulations through it's organ that
would operate in collaboration with national governments to
effectively carry out oversight function for the production,
marketization and use of firearms and ammunition in compliance with
the prescritions of this invention.
BACKGROUND OF THE INVENTION
[0007] This invention pertains to the use of ammunition to improve
and make more effective the firearms crime prevention measures. It
is applicable under the U.S Utility Patent Classification. The
invention provides the most appropriate mechanism to accurately,
and quickly, trace and arrest firearms crime offenders to save the
Federal Government and the Law Enforcement Agencies , huge funds
expended in firearms crime investigations and prosecutions; to
reduce efforts, time wasted and materials in chasing firearms
offenders; and to limit, check and effectively, control the
trafficking of firearms and ammunition, and terrorism to reduce
crimes.
BRIEF SUMMARY OF THE INVENTION
[0008] In any crime situation that involved the use of firearms,
four prime factors would be considered for investigation to get to
the actual facts inorder to arrest the crime offender. (1) the
crime victim; (2) the type of gun, or rifle used; (3) the bullet
used; (4) and the crime offender. Traditionally, tracing the guns
used in the committing of crimes to get to the crime offenders had
always been the key factor the Law Enforcement Agencies employed to
trace firearms offenders. With my system, the crime victims and the
bullets used in committing the crimes would be the core factors to
trace, and arrest the actual crime offenders.
[0009] When a gun is fired at someone, the bullet rips right into
the victim's body, with it's casing falling off. When the bullet is
removed from the victim's body, the serial pin-number, or code
stamped, or printed on the body of the bullet would accurately,
trace the actual firearms carrier, who purchased the bullet, and
signed for it at the ammo shop. In short, bullets serial
pin-numbering, or coding mechanism is a system that conceptionally,
improves the design, and use of bullets and their casings, and
other projectiles by serially, pin-numbering, or coding them,
inorder to accurately trace their users when it becomes necessary.
Bullets would be stamped, or printed with their respective serial
pin-numbers, or codes around the bottom base upwards on the parts
of bullets that get into their casings. The same serial
pin-numbers, or codes would be stamped, or printed on the external
bodies of bullet casings; and vital information such as; the name
of producer, for example, J. Max & Co; country of origin; e.g
U.K; U.S.A etc; type of gun; and the abbreviation of the Government
Agency, whose responsibility would be to register, and keep track
records of firearms and ammunition sold to licensed firearms
carriers in the country. The drawing illustrations show clearly,
the strategy, and mechanism of this system; and how the packaging
of bullets would be.
[0010] My firearms crime prevention system would be the fastest,
and most result-oriented mechanism for accurate tracing of firearms
crime offenders, which tremendously, would eliminate the over
reliance on the use of firearms ballistics finger printing DNA, and
other investigation processes by the Law Enforcement Agencies;
would give no room to much media rhetoric that often times
confused, and twisted investigation processes; coupled with the
mischief of hoaxes.
[0011] This new mechanism would function effectively, under the
framework of established Federal Government support structures, and
legislative regulation back-up. To implement the system, there
should be a Federal Government legislation compelling all U.S
firearms, and ammunition producers, including those from foreign
countries that export their products into United States to
serially, pin-number, or code their ammunition; and must register
with a new Federal Agency I name "Bureau of Federal Firearms and
Ammunition Standards and Specifications", whose responsibility
would be to carry out the new Federal regulation; supervizing the
standards, and specifications of firearms, and ammunition in
compliance with bullet serial pin-numbering, or coding mechanism;
and also would enforce the rule that firearms and ammunition
producers, and marketers restrict their sales of products only to
authorized firearms and ammunition distributors and shops.
[0012] By Federal legislation, the already proposed Federal
Government Agency "Bureau of Federal Firearms Registration" would
be the Agency to undertake the function to register, and issue
licenses to qualified firearms carriers in the country; maintaining
a central database for the registration, and issuance of firearms
licenses of the public; and the track records of all the firearms,
and ammunition sold by the firearms, and ammunition distributors,
and shops. By this function, the Agency would always provide the
serial pin-numbers, or codes of bullets that were sold to firearms
carriers by the firearms and ammunition distributors, and shops
which by Law must turn in their customers' purchases records when
sales were made to the Bureau. The Bureau would work hand in hand
with the "Bureau of Federal Firearms and Ammunition Standards and
Specifications; the Customs; the Coast Guards; the Dept. of
HomeLand Security; the Law Enforcement Agencies; and the
distributors and shops of firearms and ammunition.
[0013] The Bureau of Federal Firearms Registration would prescribe
the requirement for procurring of firearms licenses such as: age
limits; clean background checks of applicants; types of guns, or
rifles and others for registration. By Federal legislation, the
authorized firearms, and ammunition distributors, and shops would
be required to send the track records of their customers'
purchases, plus the serial pin-numbers, or codes of the bullets
they purchased. The firearms and ammunition distributors, and shops
wpuld issue out forms to be filled out by their customers as would
be prescribed by the Federal Government; which would require their
customers to provide. such requirement as; valid IDs with pictures;
names, ages, gender, residential addresses; social security
numbers; valid firearms licenses; background checks; personal and
official telephones.
[0014] By Law the firearms carriers would know the serial
pin-numbers, or codes of bullets they paid for, and would sign for
them before bullets are handed over to them by the firearms and
ammunition distributors, and shops. Bullets would be packed, and
sold in a set of five, or not more than ten bullets in a pack. A
firearms carrier would only be authorized to buy one pack at a
time, and must show a clearance paper from the Bureau of Federal
firearms Registration to the ammo shops inorder to be permitted to
buy guns, or ammunition. Bullets would be packed in a transparent
plastic cover, showing their serial pin-numbers, or codes on the
external bodies of bullet casings.
[0015] To make this system work effectively, to minimize the
possibility of any flaws, there would be a general recall of all
the ammunition in the possessions of the public. A Federal
legislation would be enacted to make it compelling that the public
must return the bullets, and other projectiles in their possessions
to the Federal Government's designated firearms, and ammunition
distributors, or shops for exchange with the new serially,
pin-numbered, or coded ammunition.
[0016] By Federal legislation, used bullet casings with serial
pin-numbers, or codes would become the direct property of the
Bureau of Federal Firearms Registration. Bullet casings would be
stamped, or printed with the abbreviation of the Bureau, for
example "B.F.F.R", or any chosen abbreviation as may be appropriate
by the U.S Government. This same strategy would be applicable to
countries that would want to implement this system. The
abbreviations of their Agencies that would be in charge of
firearms, and ammunition registration would be stamped, or printed
on the ammunition. The Law would make it compelling that every
firearms carrier must return the empty bullet case of the bullets
they purchased, and used to the Bureau, with their written
statements of facts of what their bullets were used for. The
returned casings would provide proofs, and clues that would lead to
the facts of what the bullets were used for, either for the right,
or for the wrong reasons.
[0017] Furthermore, there would be a Federal legislation that would
compel firearms carriers to maintain frequent tabs to the Bureau
reporting on the uses of their ammunition (firearms use incident
reports), once every.three months. The Bureau would inturn maintain
oversight follow-ups, and close monitoring of the use of firearms;
make frequent phone calls to firearms carriers, and if need be pay
surprise visits to firearms carriers to find out the true picture.

[0018] Firearms carriage is a personal choice for individual
defence, and since it is not a common choice of all the people,
those who carry firearms would be imposed to pay "Firearms Use
Oversight Tax", which would provide the Bureau with the fund to pay
the expenses of maintaining it's infrastructures, and
responsibility, rather than the Federal Government funding the
services of the choice of the few with the general taxpayers money,
which is not right and logical. The Federal Government would
determine what should be the appropriate prescribed amount as
firearms use oversight tax.
[0019] When this system is implemented in United States, United
States Government should use it's full weight of global leadership
and power, to introduce, promote and influence the United Nations
to implement this new mechanism for global use. The United Nations
should prescribe regulations for global use, and creating an organ
that would operate in collaboration with national governments to
carry out oversight function for the production, marketization and
use of firearms and ammunition. This step would enhance the
effective control of firearms and ammunition, and check their
proliferation, and trafficking to reduce domestic firearms crimes
and terrorism.
[0020] The predictability, precision, speed and reliability of this
system lie in the dynamics of numbers; information technology;
connectivity and teamwork of the Government Agencies. A firearms
crime is traced from the crime victim to the serially,
pin-numbered, or coded bullet that did the killing, or wounding; to
the firearms and ammunition distributors, or shop that sold the
bullet; to the Federal Bureau of Firearms Registration; and to the
actual firearms crime offender. The mechanism provides the crime
trace record from where the crime source would be located and the
crime offender arrested.

DETAILED DESCRIPTION OF THE INVENTION
[0034] The September eleventh two hundred and one, and the
Washington D.C. sniper killing scenarios opened up a whole. new
corrider of compelling security issues on the use of firearms and
other forms of projectiles to commit crimes; with the troubling
questions of what should be the most effective form of firearms
crimes, and terrorism prevention strategies to combat firearms
related crimes, and terrorism by the use of projectiles. Strategies
that would as quickly, as possible lead to the arrest of firearms
crime offenders and terrorists, which would give no chance to the
criminals to commit their evil acts in the confines of the
communities and neighborhoods.
[0035] It is a proven fact that as the U.S Federal Government, and
the Law Enforcement Agencies muzzle up toughly, to respond to crime
challenges such as the one that the Washington D.C. sniper saga
presented (killing people of all classes, including children and
the elderly, to the point where the people were in fear), the U.S
Federal Government should have a very hard look on the use of
firearms; and explore all available appropriate strategies, and
mechanisms to combat, and control firearms related crimes; and
establish support structures to enhance the functions of the Law
Enforecment Agencies on crimes prevention.
[0036] Of course, the use of firearms in the country is a
constitutional right of the people, which the tenets of the
firearms laws spell out. Laws are one thing, and human actions
another.
[0037] By all standards, human beings by their nature cannot be
predicted or trusted. because the presumed good guys could become
the bad guys, and the presumed bad guys could become the good guys
likewise. Human minds are constantly,in motion, fluctuating back
and forth with good and evil thoughts. The scripture makes it clear
in the Book of Jeremiah chapter 17, verse 9 that "The heart is
deceitful above all things and desperately wicked; who can know it?
Not even the most wise, or the Government, but only GOD ALMIGHTY
can search the heart. The evil agendas that are conceived and
concealed in the recesses of human souls cannot be known,
determined, or predicted until they are carried out.
[0038] The idea of the U.S Federal Government prescribing tougher
firearms laws for the use of firearms, in support of the
constitutional right of the people to carry firearms for their
individual protection against attack, does not sufficiently,
guarantee the safe use of firearms strictly, for self defence, or
to deter the use of firearms for bad intentions. The gun Laws are
simply, saying to the firearms carriers "use the guns, the Laws
will punish you when you misuse the guns". The Laws did nothing
about oversight use of firearms by the carriers, and prescribing
what should be the supervisory functions of the Federal Government
for the use of firearms to limit firearms related crimes.Firearms
Laws should be backed up with aggressive Federal Government's
overrsight of firearms use by the carriers; in view of the fact
that the history of crimes has always revealed that the evil in men
has no fear; no respect for rule of Law; and not scared, or
deterred by the severity of the Law.
[0039] The gun Laws should be supported with aggressive
Government's oversight functions to monitor, and check on the
firearms use, by creating a Federal Agency, whose responsibility
would be to undertake this task. This Agency would have it's
oversight infrastructures established in every urban area of the
States. Firearms offenders have become more sophisticated, and
heinuos; and with crimes increasingly, committed by the elitist
class. The U.S Federal Government should as a matter of. policy
response, embark on a long term game plan, to address this issue by
crafting an effective solution to protect the lifes of the
people.
[0040] I strongly, believe that my approach to firearms crimes
prevention prescriptions would be the most effective, and
appropriate strategy, and mechanism to minimize tremendously, the
committing of firearms crimes. My system to combat firearms crimes
would be the fastest, and result-oriented strategy and mechanism to
detect firearms crime offenders. This system would as quickly, as
possible trace the criminals to their arrest. It is the most
effective form of firearms crimes deterrence mechanism, because
since by human nature, every crime offender would run away to
escape being caught, and punished by the Law. But when there is in
place an effective mechanism that would not waste a time, or create
loopholes for criminals to escape justice, there is the tendency to
act with great caution in the use of firearms even at the explosion
of an aggravated anger of a firearms carrier; unless on very rear
circumstances when crime offenders would kill with their weapons,
and at the same time take their lifes also.
[0041] As a deterrence mechanism, it would always remind the
firearms carriers to rethink of their evil intentions of misusing
the firearms, by acknowledging the obvious fact that this system
would offer no chance for escape when firearms related crimes were
committed with their weapons. For fear of being detected and
apprehended with such incredible accuracy, and speed, the firearms
carriers would definitely, become increasingly, discouraged, and
conscientious of their actions to stay away from troubles.
[0042] In any crime situation that involved the use of firearms,
four prime factors would be considered for investigation: 1. the
crime offender (the shooter); 2. the type of gun, or rifle used; 3.
the bullet used; 4. and the victim. Traditionally, the guns that
were used to commit firearms crimes had always been the central
core tracing point of the Law Enforcement investigations to look
for the crime offenders. My system con- siders the firearms crime
victim, and the bullet used as the prime points for firearms crime
investigations to trace the firearms crime offender, rather than
starting from tracing the actual gun used by the crime
offender.
[0043] Although, the ballistics finger printing of firearms, DNA
tests and so forth are all constructive mechanisms to trace
firearms crime offenders, but they offer slow, and complicated
investigation processes; with much media rhetoric and waste of time
involved; allowing the crime offenders at large to still go about
committing crimes. I believe that firearms crimes authentic facts
finding should start from the actual crime victims, and the bullets
used as prescribed by my system mechanism.
[0044] The actual bullet which did the killing, or wounding can be
conceptionally, improved by design, and manufacture to become the
key tracing point for firearms related crimes. It is a concrete
fact that when a firearm is fired at someone, the bullet rips right
into the victim's body, with it's casing falling off. The bullet is
lodged in the victim's body. The casing can be picked up within the
crime spot, if it was not removed by the crime offender. The bullet
in the victim's body when removed, can be made to provide an
accurate tracing information, leading to the actual shooter.
[0045] Precision, Speed, and Predictability of the System
[0046] Bullets would be conceptionally, improved and manufactured,
with each bullet stamped, or printed with a serial pin-number, or
code for purpose of accurately, tracing to identify the actual
firearms crime offender, by maintaining track records of bullets
sold to firearms carriers. By maintaining track records of bullets
serially, pin-numbered, or coded would provide an easier, faster,
and accurate approach in tracing firearms crime offenders. My
system offers two approaches. The first would be to stamp, or print
the serial pin-numbers, or codes of the bullets on their external
bodies around; from the bottom base. line; the part of the bullet
that goes into it's casing. The same serial pin-number, or code
that is stamped, or printed on the bullet would be stamped, or
printed inside the casing. With this strategy, the firearms
carriers would not know the serial pin-numbers, or codes of the
bullets they are carrying.
[0047] With the second approach, bullets would be stamped, or
printed with their respective serial pin-numbers, or codes around
the bottom baseline upwards to the parts of the bullets that get
into their casings. The same serial pin-numbers, or codes would be
stamped, or printed on the external bodies of bullet casings. With
this strategy, the firearms carriers would know the serial
pin-numbers, or codes stamped, or printed on the casings of the
bullets that they are carrying, with the same pin-numbers, or codes
on the bullets concealed in the casings. Bullets serial
pin-numbers, or codes can also be stamped, or printed from the
bottom baselines of the bullets towards their noses, but this
method of stamping, or printing that exposes the serial
pin-numbers, or codes of bullets to the firearms carriers may
attract the risk of being tampered with by the evil minded firearms
carriers who intend to kill with their weapons; and may explore the
possibility of destroying the pin-numbers, or codes on the bullets
by either scratch off the serial pin-numbers, or codes with
abrasives, or with other devices to escape justice.
[0048] Furthermore, bullets and their casings would be stamped, or
printed with vital information such as: the name of producer, for
example; J. Max & Co.; country of origin; e.g U.K, U.S.A etc;
type of gun; the abbreviation of the appropriate governmental
agency whose responsibility would be to register, and keep track
records of firearms. The drawing illustrations show clearly, the
strategy and mechanism of bullets serial pin-numbering, or coding
system, and the packaging of bullets. Bullets would be manufactured
in such a manner that when they are forced out of their casings by
some means, they would be useless. The casings would be made to
reject any hard subtances forced into them to act as bullets, or
the bullets made to ignite when much pressure is put on them from
their casings. Although, a drastic fall in firearms crimes caused
by the implementation of this system would increase the use of
other weapons such as knives, clubs, or by strangling and chocking
etc. These means of attacks offer the attacked individuals some
chances for self defence, or escape, which firearms will not
offer.
[0049] To implement this system, there would be a Federal
legislation compelling all the U.S firearms and ammunition
producers, including those from foreign countries that export their
products into the United States to comply with the new system of
serially, pin-numbering, or coding of their produced bullets and
other projectiles.This same firearms legislative approach would
also be implemented in other countries as a global policy. I am
suggesting that the U.S Federal Government should develop the
second approach of my system, which offers the best result for
firearms crimes prevention.(00034)
[0050] Under this second approach strategy and mechanism, all
firearms and ammunition producers would by Law be compelled to
register with a new Federal Agency I name "Bureau of Federal
Firearms and Ammunition Standards and Specifications", whose
responsibility would be to control, and supervise the firearms and
ammunition production and marketization in the country; prescribing
appropriate measures and safeguards for the implementation of this
system; making sure that the prescriptions of serial
pin--numbering, or coding of bullets, and other projectiles are
observed, and complied with; registering all ammo producers with
the Bureau; and setting the rules that firearms and ammunition
should not be sold directly, to the public by the firearms and
ammunition producers, but only to the authorized distributors,
which would sell to the public under new regulations.
[0051] With the first system approach, the firearms and ammunition
producers by Federal legislation would only release the serial
pin-numbers, or codes of their products to the Bureau of Federal
Firearms and Ammunition Standards and Specifications; the Bureau of
Federal Firearms Registration; and the Government's authorized
firearms and ammunition distributors and shops. The distributors
and the ammo shops in turn would by Federal legislation not
release, or reveal the serial pin-numbers, or codes of ammunition
they sell to the licensed firearms carriers.
[0052] With the second system approach, by Federal legislation, the
firearms carriers would know the serial pin-numbers, or codes of
the bullets they bought from the firearms and ammunition
distributors or shops. The bullet's casing would be serially,
stamped; or printed on it's external body with the same serial
pin-number, or code that is printed on the external body of the
bullet. The casing also would be stamped, or printed for instance,
"B.F.F.R Property", that is "Bureau of Federal Firearms
Registration's property; name of maker and country of origin; and
the type of gun the bullet is made for. Bullets would be packaged,
and sold in a set of five, or little bit more, for instance five
bullets in one pack. The bullets' packs would have hard transparent
plastic covers,showing the serial pin-numbers, or codes of the five
bullets in the packs. The serial pin-numbers, or codes on the
casings of the bullets would be clearly, visible. The back side of
each pack would also be printed with the serial pin-numbers, or
code of the bullets in the pack. Vital documentation for the sold
serially, pin-numbered, or coded bullets would be done by the
firearms and ammunition sale shops for records, and would be signed
for by the purchaser before the bullets are handed over. The
picture of the purchaser and his or her finger printing would be
taking likewise. The drawing illustration gives a rough picture of
how the bullets package would be. Though, there could be other
better ways for packaging the bullets inorder to show their serial
pin-numbers or, codes visibly, to the purchaser, and for safety
handling.
[0053] Under the Federal Law, the firearms and ammunition
distributors, and shops would compulsorily, maintain the track
records of their customers, and provide documentations their
customers must fill out with such vital informations of their
customers as: 1. valid gun licenses; 2. personal IDs with their
pictures; 3. names, 4. residencial addresses; 5. social security
numbers; 6. years of birth; 7. home and official telephone numbers;
8. background checks, and other vital informations that may be
prescribed by the Law.
[0054] By Federal legislation, the firearms and ammunition
distributors and shops would be required to transmit their sales
records the informations of their customers), with the records of
the purchased serial pin-numbers, or codes of the bullets sold to
the already suggested "Bureau of Federal Firearms Registration" by
the Federal Government. The proposed Federal Agency would be the
Federal Government's body that would be in charge of maintaining a
central database for the registration, and issuance of firearms
licenses to the public. The Federal Agency would record, keep, and
maintain track records of all the firearms and ammunition sold by
the firearms and ammunition distributors and shops in the country;
the records of all the firearms carriers in the country; provides
firearms crime records; and would work hand in hand with the
"Bureau of Federal Firearms Standards and Specifications"`that I
suggested; the Customs; the Coast Guards; The Department of
HomeLand Security; the Law Enforcement Agencies, and the
distributors and shops for firearms and ammunition. The mentioned
Agencies would operate as a team to provide accurate informations
that would lead to the arrest of actual firearms crime offenders;
and as a formidable force to effectively, combat firearms related
crimes, no matter how sophisticated, or tough they may be.
[0055] The predictability, precision, speed, and reliability of
this system lie in the dynamics of numbers; information technology;
connectivity and teamwork of the Government Agencies. A firearms
crime is traced from the crime victim to the serially,
pin-numbered, or coded bullet that did the killing, or wounding; to
the firearms and ammunition distributor, or shop that sold the
bullet; to the Federal Bureau of Firearms Registration; and to the
actual firearms crime offender. The mechanism provides the crime
trace record from where the crime source can be located and the
crime offender arrested with absolute accuracy, because the actual
crime offender is revealed through the serially, pin-numbered, or
coded bullet that did the killing, or wounding.
[0056] Although, there may arise the scenarios where the firearms
owners are not the actual crime offenders, who may have used their
firearms and ammunition to commit crimes such as:
[0057] 1. Violent or secret removal of once firearms and ammunition
by someone to commit a crime.
[0058] 2. Firearms and ammunition owner may unknowingly, displaced
or lost his, or her weapon, and someone picked the weapon to commit
crime.
[0059] 3. Firearms and ammunition may be removed by a close friend,
spouse, parent, or relative of firearms and ammunition owner
without his, or her consent, and used the weapon to commit
crime.
[0060] 4. There may be other likely, variables but whatsoever the
mix may be for a firearms crime committed, the actual owner of
weapon would automatically, be the crime prime suspect, who would
be arrested to provide the crime clues for investigation. By
getting at the owner of the weapon used for committing the crime so
quickly, the Law Enforcement Agencies would be provided with
authentic mechanisms for locating the crime offender without
beating about the bush.
[0061] In any of the situations of firearms crimes, the ballistics
finger printing, DNA, and other necessary tests for crimes
investigations, in combination with this system certainly, would
with accuracy produce the real picture of the crime acts, and their
actual offenders. In most of the firearms crimes, the owners of
firearms whether licensed, or unlicensed were always the actual
culprits. This system is certainly, the most effective mechanism
for tracing, and quickly, apprehending firearms crime offenders,
giving no chance for escape to crime offenders to go on committing
more crimes; giving no room for much press rhetoric and the
mischief of hoaxes that often times complicated, confused,and
distorted informations, and investigations; letting out clues of
what the Law Enforcement Agencies were planning and doing to track
criminals at large; and giving the criminals time to plan for
escape, thereby causing delays for arrests, or loosing tracks of
getting at the actual criminals.
[0062] To make this system function with minimal flaws, and
effectively, there would be a general recall of all the gun bullets
already in the possession of firearms carriers whether licensed or
unlicensed by Federal legislation; making it a must for firearms
carriers to return their bullets to the firearms and ammunition
distributors, and shops for exchange with the new serially,
pin-numbered, or coded bullets.The new Federal gun Law would
compell every licensed, unlicensed firearms carriers, and those who
may want to acquire firearms to register with the proposed Bureau
of Federal Firearms Registration, inorder to obtain valid licenses
under the new system of bullets' serial pin-numbering, or coding,
and the new firearms regulations and safeguards. The new Federal
legislation would enforce this policy with stiff penalty for
offenders.
[0063] The Bureau of Federal Firearms Registration would prescribe
standards and requirement for procuring of licenses, which would
include the types of guns to be registered for carriage and the
background check of applicants; age limits; provision the firearms
carriers must make for safe keeping of firearms in their homes; and
prohibition of firearms handed over to a second party for use by a
licensed firearms carrier, plus other vital questionaires the
firearms license applicants must answer on the application
forms.
[0064] Based on the second approach mechanism that prescribes the
serial pin-numbers, or codes of bullets stamped, or printed on the
external bodies of bullet casings, which reveals bullets' serial
pin-numbers, or codes to firearms carriers, bullet casings would be
the property of the Bureau of Federal Firearms Registration. Emty
bullet casings must be returned to the Bureau after bullets were
fired by firearms carriers. A Federal legislation would make it a
must that firearms carriers return bullet casings under all
circumstances of the use of bullets and would give account of
bullet casings with statements of facts on the uses of bullets in
their possession. When bullet casings were not returned, and
properly, accounted for by their users, the Bureau would assume
that the bullets were used improperly, for the wrong intentions.
Since the possibility is there that arms carriers could use their
firearms to kill, or hurt someone for the wrong reasons, it would
be enforced by Law that firearms carriers must periodically, report
to the Bureau with statements of facts (written), declaring the
numbers of their used, and unused bullets for periodic clearance,
or would face the prescribed penalty of the offence, which would
include the revoke of firearms licenses. The Bureau would possess
the used bullet casings by stamping, or printing it's abbreviation
on bullet casings, since bullet casings would become firearms crime
exhibits, providing proofs, and clues leading to facts of what the
bullets were used for (either for the right, or wrong reasons).
[0065] Furthermore, there would be a Federal legislation,compelling
the firearms carriers to maintain frequent tabs with the Bureau,
reporting three times yearly, on the uses of their firearms and
ammunition. The Bureau would as part of it's responsibility
maintain frequent telephone calls, and if need be visit firearms
carriers in their residences for surprise visits. To enforce this
system, firearms carriers must obtain clearances from the Bureau of
Federal Firearms Registration before purchasing guns, or bullets
from the ammo shops, and must show.written clearances and valid
licenses to the ammo shops.
[0066] With the serial pin-numbering, or coding mechanism, the
enforcement of the Law for the return of bullet casings, and the
supervisory account of the use of firearms by the Bureau, the
system would provide an efficient form of information management
for firearms crimes investigations, and the fast tracing of
firearms crime offenders no matter the circumstances of the crimes.
By the oversight follow-ups and close monitoring of firearms
carriers of the Bureau, which would remind the firearms carriers of
their obligation and responsibility, and the severity of punishment
of the Law on offenders, the wrong use of firearms would
drastically, reduce. Under this stiff conditions, firearms carriers
would become extra careful in handling their weapons, by making
sure that their weapons do not slip-off them into the hands of
others; and must take full responsibility of their actions.
Firearms carriers would by Law share punishment with individuals
who used their weapons to commit crimes, and their carelessness
when their weapons by accidental discharges, or by the stray
bullets of their guns killed, or inflicted wounds on people. It is
because the carriage, use, and storage of firearms and ammunition
constitute great risk and danger to the lifes of people. By simple
observation, people generally, are scared of firearms, and the
general public should not be victimized by the risky, and dangerous
choice of the few who had chosen to carry firearms.
[0067] Firearms carriage is like carrying a snake in a bag, and the
snake slips out with the slightest chance to bite someone. By Law,
firearms carriers should pay a hard price for their to carry
firearms, inorder for them to be more careful in handling their
firearms to reduce the risks, and dangers of their choice harming
the innocent. Firearms carriers by Law must as an obligation report
the loss, or removal of their firearms to the closest branch of the
Bureau that would be established in every urban center. By Federal
legislation, the number of bullets that every firearms carrier
would purchase from the firearms and ammunition distributor, or
shops at a time must be within five to eight bullets, and would not
exceed ten bullets. Bullets would be packed in a pack of five
bullets for easy recording, and effective control, and limiting of
the use of guns. A firearms carrier buys one pack at a time. This
limit to one pack would tremendously, enhance the effective close
monitoring, and recording of firearms and ammunition to reduce
their uses to a minimum, which would reduce the rate of firearms
crimes.
[0068] Firearms carriage is a personal choice for self defense, and
since it is not a common choice of all the people, the firearms
carriers would be imposed to pay Firearms Oversight Use Tax", which
would provide the Bureau of Federal Firearms Registration with the
fund to pay the expenses of maintaining it's infrastructures, and
responsibility, rather than the Federal Government funding the
services of the choice-of the few with the general taxpayers money.
The Federal-Government would determine what should be the
prescribed amount as tax, and how and when it would be paid by
firearms carriers. The establishment of the Bureau would createjob
opportunity for the people.
[0069] A desperate problem should be confronted, and tackled by a
desperate solution.This system is the most appropriate mechanism to
help take away guns from felons, and save the Federal Government
millions of dollars spent annually to fight firearms crime. By the
way, is it justifiable that the people of this country, who were
always the victims of heinous serial killings of firearms crime
offenders, should loose out huge junk of their tax money through
the Federal Government's prosecution of firearms crime offenders in
the courts? In view of these obvious facts of firearms threats to
the communities and neighborhoods, and the world at large; coupled
with the efforts, time, materials, and huge financial resources the
Federal, and State Governments spent to fight firearms crimes, the
Federal Government should consider the implementation of this
system mechanism, since the system offers the best approach to the
problem of firearms crimes which on a long term perspective pays
off; and also would enhance the Home Land Security objectives.
[0070] The Roles of United States of America and United Nations in
the Promotion of Ammunition Serial Pin-Numbering, or Coding
Mechanism for Use on the Global Pperspective.
[0071] When this system is implemented in the United States, the
United States Government should use it's full weight of global
leadership position and power, to introduce and influence the
United nations for the implementation of this system for global
use. This would tremendously, help the countries of the world to
solve their problems of firearms related crimes;.and to control,
check on the broad trafficking of firearms, and other projectiles
to minimize domestic crimes and terrorism.
[0072] The United Nations and the members of the Security Council
would craft the most effective approach to regulate the production,
marketization, and use of projectiles with this system of serially
pin-numbering, or coding of projectiles. The United Nations would
create an organ that would operate in collaboration with national
governments to carry out the function of oversight production,
marketization, and use of projectiles; to control and check their
proliferation and trafficking by prescription of stiffer
regulations, standards, and penalty. The United Nations would
establish the branches of this new organ in every country to carry
out a close monitoring of it's function.
[0073] I hope that this system mechanism will be given a serious
deliberation and consideration. I will highly, appreciate the
response of the Federal Government of United States on this system
at the earliest convenience.This new concept of improving the use
of bullets, and other projectiles by serially, pin-numbering, or
coding of projectiles, and how the system should be implemented and
work remain my property.National Governments and their private
sectors that are interested in the implem- entation of this system
mechanism and the required infrastru- ctures must obtain my
permission. This same condition is app- licable to the United
Nations.
