FIG. 1 is a front view of a graphical user interface for a display screen or portion thereof for a captioning communication device with a transitioning ring background design according to a first embodiment; and

FIG. 2 is a front view of the first embodiment for the transitioning design in a second state. The appearance of the animated design sequentially transitions between the states shown in FIGS. 1 and 2. The process or period in which the design transitions to another forms no part of the claimed design.

FIG. 3 is a front view of a second embodiment thereof for a transitioning design in a first state; and
