The top section is a sky with stars, the bottom left section contains a cloud, the bottom right section contains four wave shapes separated by lines. Nine rays of light emanate from the top portion of the concentric circles. Eleven stars form a semicircle around the lower portion of the concentric circles. The interior background of the shield design has a repeating cross-hatched pattern comprised of horizontal and vertical series of lines.
