The lowest layer of these elements is a white depiction of a city skyline with a single central skyscraper in the shape of an obelisk dominating, otherwise horizontally-mirrored, as well as a stylized representation of a water reflection in which the city appears inverted. The water reflection is slightly smeared/blurred to invoke wave motion.
